What you are seeing is not a flag, but a speaker. There is no wind, and the music is being played though that speaker...it's made of carbon nanotubes - the stuff that may, one day, allow us to build a space elevator. In the meantime, however, scientists are developing all sorts of odd things with the technology, which is a good thing, because if a factory in China puts these things out in large quantities, it will increase our abiity to manufacture more complex structures, perhaps giving us the ability to create the thousands of kilometers of "tether" we'll need to provide easy transportation into Earth's orbit.
